Produced by Entlaq Holding in partnership with Savannah Innovation Labs, this report is the first comprehensive mapping of Sudanese refugees and migrants in Egypt’s labor market. Drawing on over 6,300 survey responses alongside secondary research and global benchmarks, it examines demographics, employment patterns, legal frameworks, and access to services. Against the backdrop of more than 1.5 million Sudanese arrivals since April 2023, the report highlights both the pressures and opportunities this displacement creates. With 73% of Egypt’s refugees now Sudanese, many young and with prior work experience, the study underscores their potential role in addressing labor shortages, fostering entrepreneurship, and contributing to urban resilience if effectively integrated. As the first step in a multi-phase initiative, this diagnostic sets the baseline for shaping policies and programs that can transform displacement from a humanitarian crisis into a pathway for inclusive growth.
